UCEPROTECT-Level 2 automatically escalates within the allocation if the number of UCEPROTECT-Level 1 listed abusive hosts grows over predefined trashcounts within 7 days.
Allocations smaller than /26 will be Level 2 listed immediatley if only a single IP gets listed at Level 1, and a /25 if 2 IP's get listed at Level 1 for abuse within 7 days.
Only the service provider can get you removed. UCEPROTECT-Level 2 deescalates dynamic and removes the listed allocation if the number of Level 1 listed abusers went below a predefined trashcount within the last 7 days.

We keep some statistics on blacklists. Below is the graph for dnsbl-2.uceprotect.net. We test blacklists by asking them to respond to known IP's that are blacklisted and known IP's that can't be blacklisted. Not every blacklist has such IP's, we test them with what is possible. We keep if we get any response or error messages and the response duration. Lower response times are better. These statistics may be useful for email server administrators to pick which blacklist to use.
