UCEPROTECT-Level 3 lists all IP's within an ASN except those approved and clean IP's that are registered at ips.whitelisted.org if more than 100 IP's, but also a minimum of 0.2% of all IP's allocated to this ASN got Level 1 listed within the last 7 days.
Only the service provider can get you removed. Your provider will be automatically removed from Level 3, as soon as there are less than 0.2% abusers from all their allocations left in UCEPROTECT-Level 1 within 7 days.

We keep some statistics on blacklists. Below is the graph for dnsbl-3.uceprotect.net. We test blacklists by asking them to respond to known IP's that are blacklisted and known IP's that can't be blacklisted. Not every blacklist has such IP's, we test them with what is possible. We keep if we get any response or error messages and the response duration. Lower response times are better. These statistics may be useful for email server administrators to pick which blacklist to use.
