Suomispam is a reputation database originating from Finland and aimed to list IP's that send spam in the Finnish. They point out that large lists are not efficient in filtering spam from smaller countries and less spoken languages.
They are very gracious in decision to list and may give time to the managers of the IP to solve their problems before listing them. They will also delist the IP if they see that the problem has been solved.
This gray list is their pre-blacklisting list to not directly block out.

We keep some statistics on blacklists. Below is the graph for gl.suomispam.net. We test blacklists by asking them to respond to known IP's that are blacklisted and known IP's that can't be blacklisted. Not every blacklist has such IP's, we test them with what is possible. We keep if we get any response or error messages and the response duration. Lower response times are better. These statistics may be useful for email server administrators to pick which blacklist to use.
