This RBL is maintained by a company from Singapore who is focused in system administration. They use the list for their clients. They list IP addresses for 30 days due to Spam, Worms, Open Relays, Brute-Force Attempts and similar abusive actions.
It is stated on their website that they do not remove IP addresses by request and that the IP's will automatically be removed after 30 days from final abusive action.

We keep some statistics on blacklists. Below is the graph for rbl.choon.net. We test blacklists by asking them to respond to known IP's that are blacklisted and known IP's that can't be blacklisted. Not every blacklist has such IP's, we test them with what is possible. We keep if we get any response or error messages and the response duration. Lower response times are better. These statistics may be useful for email server administrators to pick which blacklist to use.
