This list is maintained by the EFnet IRC Network. This RBL consists of IPs which are scanned open proxies, that have triggered spam traps, TOR exit nodes or IPs that have been displaying signs of a drone. The admins also manually add IP's to the list.
IPs get automatically delisted after 7 days if they are open proxies or spammers and 10 days if they are TOR nodes. The owner of the IPs can also request removal from their website.

We keep some statistics on blacklists. Below is the graph for rbl.efnetrbl.org. We test blacklists by asking them to respond to known IP's that are blacklisted and known IP's that can't be blacklisted. Not every blacklist has such IP's, we test them with what is possible. We keep if we get any response or error messages and the response duration. Lower response times are better. These statistics may be useful for email server administrators to pick which blacklist to use.
