Bogons are defined as Martians (private and reserved addresses defined by RFC 1918, RFC 5735, and RFC 6598) and netblocks that have not been allocated to a regional internet registry (RIR) by the Internet Assigned Numbers Authority. Fullbogons are a larger set which also includes IP space that has been allocated to an RIR, but not assigned by that RIR to an actual ISP or other end-user. IANA maintains a convenient IPv4 summary page listing allocated and reserved netblocks, and each RIR maintains a list of all prefixes that they have assigned to end-users.
If you are listed as a Bogon it probably means that your IP is wrong or misconfigured.

We keep some statistics on blacklists. Below is the graph for v4.fullbogons.cymru.com. We test blacklists by asking them to respond to known IP's that are blacklisted and known IP's that can't be blacklisted. Not every blacklist has such IP's, we test them with what is possible. We keep if we get any response or error messages and the response duration. Lower response times are better. These statistics may be useful for email server administrators to pick which blacklist to use.
